Joseph was born on May 9, 1887 in Menlo, Alabama. On September 13, 1913, Joseph Shelton married Agnes Zenobia Waugh (born February 6, 1890) in Ottawa, Kansas. Joseph and Agnes Shelton were the parents of two children:
